Perfect Tankless Plumbing, San Jose, CA
When a San Jose home is sold, the sewer lateral must pass a video inspection and a pressure test under the city's sewer lateral compliance ordinance; sellers who test before listing have time to plan any repair, which published figures put at roughly $5,500 to $14,000 by trenchless bursting for a typical lateral.
What the lateral is, and whose it is
The sewer lateral is the pipe that carries waste from your house to the city's sewer main, usually under the front yard and often under the public sidewalk. It typically belongs to the property owner, from the house to the connection. A typical San Jose lateral runs somewhere between 45 and 80 feet from the cleanout to the main.
Because it is buried and rarely thought about until it backs up, many owners have never seen inside theirs. The point-of-sale test changes that.
What the test involves
The city requires two things when a property sells: a video inspection and a pressure test. The video runs a camera from the house cleanout to the city main and records the pipe's condition: roots, cracks, offset joints, sags and the pipe material. The pressure or water test confirms whether the line holds water or leaks into the ground.
Both matter. A line can look acceptable on video and still fail pressure because of hairline cracks the camera cannot show. The inspector needs both results.

What usually fails
In older parts of the city, clay laterals from the 1920s and 1930s are common, and many are past their working life. Roots from mature trees enter the joints, joints separate, and sections crack. Cast iron laterals corrode and crack along the bottom. Even newer plastic pipe can sag where the soil has settled, leaving a belly that holds water.
Any of these can fail the test. Roots and cracked joints are the most common findings on older laterals.
| Finding | What it means | Usual repair |
|---|---|---|
| Root intrusion at joints | Joints are open | Spot repair, lining or replacement |
| Cracked clay or cast iron | Pipe wall has failed | Lining or replacement |
| Offset joint | Sections have shifted | Spot repair |
| Belly or sag | Soil has settled under the pipe | Excavate and re-bed |
| Fails pressure only | Hairline cracks | Lining or replacement |
| Collapsed section | Pipe has failed structurally | Excavate that section |

Published 2026 figures for a typical San Jose lateral of 45 to 80 feet put trenchless pipe bursting at roughly $5,500 to $14,000 and open-cut replacement at about $9,000 to $22,000. A lateral that crosses the public sidewalk also needs a City of San Jose right-of-way encroachment permit, with fees of about $475 to $1,250. Spot repairs of a single defect cost less.
These are planning ranges, not quotes. The camera footage decides which repair fits.
When to book it
Before listing, if you can. A seller who knows the result has time to get quotes, schedule the work, and pull permits without the pressure of an escrow deadline. A failed test discovered during escrow compresses all of that into a few weeks and often becomes a negotiation point.
Buyers sometimes order their own inspection to confirm the findings. Keeping your footage and report makes that conversation simpler.
What to expect on the day
Access to the cleanout is the main requirement; if there is no usable cleanout, one may need to be added. If the line is blocked, it is cleared before the camera can run. The inspection itself usually takes a few hours, and you receive the footage and a written summary, with any defects noted by distance from the cleanout.
